LEAGUE RULES

Revised December 20th.

  1. The Concordia Indoor Soccer League (CISL) is open to all participants, although priority will be given to Concordia Students.
  2. (a) Substitution (both on and off) “on the fly” within “zone” (on top of bleechers). “On the fly” implies any time during play. All players must enter and exit the field of play from bleechers.
  3. Goalie may only be substituted on a dead ball.
  4. Any unfair advantages created by improper substitutions shall result in an indirect kick at the half-line. Yellow card may be issued at referee’s discretion.
  5. Goaltenders: Goalies are allowed to use their hands to make a save only when a ball is directed at the goal (shot on net) and the goalie is inside the maroon coloured key. Once a goalie legally fields a live ball with his hands, he has two options:
    1) Goalie may throw the ball back into play, but not over the half line. Penalty - Change of possession at mid-line.
    2) Goalie may intentionally ground the ball inside the coloured key and pass it with their feet.

    Goal kick: Goalie may play (throw/kick) the ball into the field of play. Ball must be played by a player on the goalie's side of the mid-line (defensive half).

    Penalty - opposing team shall be awarded an indirect kick at the half-line

    3 second rule on restart - a delay shall result in awarding the opposing team an indirect free kick.
    Once the ball contacts the floor it is live for anyone to play. The goalie cannot pick the ball up again with his hands until an opponent has touched the ball.
  6. The spirit of the league is to provide its participants a positive recreational experience incorporating a high spirit of sportsmanship, fair play and mutual respect between players.
  7. The league will feature two skill divisions; recreational and competitive.
  8. TEAMS REQUIRE A MINIMUM OF SEVEN PLAYERS ..
    All players must be fully REGISTERED in order to participate in the league.  

    REGISTRATION DEADLINE

    Wednesday, Jan 18th

    * After this deadline, a $5.00 late registration fee will apply.

    REFUNDS

    Full refunds are granted within seven days (7) of registration and payment. Exception: Captains' will not be refunded their registration fee if a team withdraws from a sport league, whether from voluntary withdrawal or through administrative decision involving suspension or expulsion.              
    Team captains will be given registration deadlines once the season starts.

  9. All team members are required to wear similar and numbered
    coloured jerseys. Jerseys can be borrowed from the office in exchange for an I.D. card.
  10. Team captains will introduce themselves to the officials prior to the start of the game. Team captains are the only players who can consult with game officials.
  11. Games will consist of two x 13-minute (running-time) periods, with a one-minute rest period between periods.
  12. Teams must be prepared to play at their allotted game time.
  13. A maximum of 3 varsity players may play for any given team.
  14. Replacement players may not play for more than one team per evening.
    Replacement players will be required to pay the appropriate day pass fee before the game. SPARE PLAYERS ARE NOT ELIGIBLE FOR PLAYOFF GAMES.

    League statistics will be posted weekly on the CISL website

    Defaults
    All players have until the stated deadline to pay their registration fee. Failure of teams to register a minimum 7 players by this date will incur defaults for all subsequent games until the registration requirement is satisfied

Game Rules

The CISL uses a set of house rules that draws from a variety of soccer leagues, including the FIFA rule book. The rules outlined below are not meant to be exhaustive but to provide to league members a general indication of expected conduct.

  1. The game is played with each side fielding four forwards and a goaltender. If a team is not ready to commence play (with at least 4 players) within 5 minutes of the scheduled start time, the opponent will be awarded a default win. In addition, if at any time during the course of play, a team fails to supply the minimum required number (4)of players because of penalty, game ejection or injury, a default loss will be awarded.

  2. After scoring a goal, the team must retreat to their "defensive half" of the court to play the ball again.

  3. A goal may only be scored from the "attacking half" of the gym.

  4. The official shall stop play when the ball contacts the ceiling or any of the basketball nets and fittings. A change of possession will occur at the point of the infraction.
  5. Handballs
    • Referees will call only DELIBERATE handballs (i.e. if player intentionally strikes the ball with hand or arm).
    • The upper part of the shoulders is not considered a handball. If a player uses his hands to protect from a hard shot, the call will be at the referee’s discretion.
    • ALL handballs called by the referee result in DIRECT free-kicks. Handballs inside the box result in a penalty kick.

Over-time - Will only be used for playoffs and will comprise a series of five (5) minute, running-time periods. The first team to score will be considered the winner.

Playoff Eligibility Requirements:

ALL players will be required to show a photo I.D. and their *activity registration card before each playoff game.

Anyone failing to present a photo I.D. will not be allowed to play.

Substitute players are not allowed to participate in post-season play.

* players failing to produce an activity card will be required to pass by the Service Centre to establish proof of payment.

  1. Fouls:
    a. Minor Fouls – Ex. Hand ball, slide tackle, minor contact, tripping, obstruction >>> Indirect free kick from point of infraction.

    b. Major Fouls (Yellow or Red card):
    - Ex. excessive rough play, un-sportsmanlike conduct, abuse of an official.

    ** Suspensions: Any player receiving a second yellow card during a match will automatically receive a Red Card and will be expelled from the game and will, as a minimum, automatically be suspended for the next game. In addition, if a player receives 4 yellow cards during the course of the season, they will be assessed a red card.
    PLEASE NOTE:  Any harassment of a league official or an opposing player, whether it’s of a physical or verbal nature (threat), resulting in a red card will be subject to the following conditions:

    1) As a minimum, a one-year suspension from the date of the infraction for all Campus Recreation activities.

    2) The suspended player must then re-apply for re-instatement (in writing) with the League Office after the termination of the suspension.

    Note: Any player who refuses to produce an I.D. card when requested by league officials will automatically be released from the league.

Agreement and Waiver of Liability

Waiver for Team Captain or Rental Group leader

All team captains, leaders and/or other persons responsible for groups using Concordia University’s Recreation and Athletics facilities are responsible for communicating the following important information to individual participants under their responsibility and/or supervision.

Team Captains and/or Rental Group leaders hereby declare and warrant that they have communicated the following warnings to participants:

All participants recognize and accept that their participation in activities, offered or taking place on Concordia University’s Recreation and Athletics facilities, including the programs, classes and equipment including but not limited to the Loyola Campus Arena, Stinger Dome, weight room, outdoor playing fields and gymnasium, is solely at the risk of each individual participant. All participants recognize and accept all liability for any injury, accident or loss of personal property and hereby release Concordia University, its agents, representatives and employees from all liabilities for any direct, special, incidental, consequential, punitive or exemplary damages, regardless of the form of action arising from or related to by our use of the facilities or our participation in the activities held in these facilities and/or offered by the facilities, except for claims or losses resulting from willful misconduct or gross negligence of Concordia University, its agents, representatives and employees.  Participants must be in good physical condition and must have appropriate insurance coverage including medical coverage.

Participants agree to follow the facilities' instructional guidelines and to abide by all University policies and Codes, as applicable, regardless of whether or not they are members of the University community. Participants agree and accept that if they fail to abide by said University Policies and Codes as well as all applicable laws and regulations, their access to the facilities, equipment and/or participation in a program, if applicable, may be immediately cancelled and/or revoked and their access to the premises, use of the equipment and right to participate in a program in the future access, may be denied.
