Rulesheet 2011-12

1.0 ELIGIBILITY

1.1The League is not open to varsity hockey players on the current Stingers’ hockey roster  and to the general public.

1.2 Each player must pay his/her fees by the deadline date October 5. A late fee will be imposed on registrants after this date.

1.4 Teams must have at least 11 fully registered (permanent) players before they can solicit spare (part-time) players. The deadline is Oct 12, 2011 for having 11 registered (paid) full-time players on the team or the team will incur defaults and fine. Individuals from the Official Spares List will be imposed on those teams that do not meet this minimum 11-player requirement.

1.4 Spares may be selected from the Official Spares' List (O.S.L.). The list will be made available to the team captains prior to the start of the season and will be updated periodically.

1.5 Teams may bring in their own Concordia part-time players (exclusive to the team only), provided they contact the League co-ordinator before their game to have their player status verified. Those spare players will not be allowed to play for any other team in the (same) division.  Captains are required to submit to the office a photocopy of the spares’ ID cards which will constitute a permanent record of their eligibility status.  Moreover, the team will not be allowed the playing services of any spare player from outside the Concordia Community.

1.6 A spare fee of $8.00 for Concordia Students; $15.00  for Concordia Staff/Faculty, and Alumni(ae) will be charged to each player per game played. Note: taxes are not included.

1.7 All Spare players must pay the spare fee at the office prior to game time. They  will be given a payment slip by the office clerk which, then, has to be presented to the scorekeeper before the players are allowed to take part in the game.  For late games that prevent the player from soliciting a payment slip from the office clerk, the player will be required to render payment before his/her next game. Failure to do so will render the player ineligible to play further games. Any outstanding fees will be deducted from the team deposit.

1.8 Any O.S.L. spare who plays half of the scheduled games for a team will be considered a permanent member of that team and will have his/her name removed from the O.S.L.

1.9 Rosters for the fall season may be modified until November 9, 2011 by notifying (email) the League Office.

1.10 Roster (full-time and part-time) players can only play on one team in the division.This exclusivity does not apply to goalies or to spares from the Official Spares’ List.

1.11 Teams can borrow part-time goalies from the official ‘Spare Goalie List’, or from other teams within the same division or from teams in a lower division, provided the captains notify the League Co-ordinator.  The afore-mentioned will be treated as spares and will be required to pay the spare fee prior to game time. All goalies must comply with eligibility rules regarding status.  See Rule 1.5

1.12 All players will be required to leave the scorekeeper their photo I.D. card before every game as proof of identification. 

1.13 Players without proper identification will be deemed illegal and be prevented from playing in the game. Teams who fail to present I.D. cards for a game will have 2 points deducted from the standings for each infraction and a fine applied.

1.14 All full-time (regular) players must play at least 7 regular season games in order to participate in the league playoffs. Spares will be ineligible for playoffs, except to replace a full-time player, who may not continue for medical or other valid reason.

1.15 The number of players allowed to dress for a game may not exceed 15, including the goaltender.

1.17 Division 1- and 2-caliber players are not allowed to play on Division 4- 5 teams.  Moreover, full-time roster players may only move up or down one division as spare players.

2.0  DEFAULTS / FORFEITS

2.1 In order to avoid a $30 fine and to allow notice to the opposing team, the league office must be notified of a forfeit at least 2 working days in advance of the scheduled game. .(Calling on the day of the game is not sufficent warning.)

2.2 Teams must field at least 6 permanent players, including the goalie, on the ice no later than 15 minutes past the scheduled start time.

2.3 Late arrivals will not be allowed to play once the 2nd period has started.

2.4 A delay-of-game penalty will be assessed to any team that arrives late to the game. This penalty will be given as soon as the time allotted for warm-up has expired. A default will be assessed automatically once 15 minutes from the scheduled start time have elapsed.

2.5 At any time during the course of play, if a team falls below the required 6 skaters because of injury, penalty assessment or game expulsion, and the team has no bench substitutions to field the minimum 6 players on the ice, then an automatic default (loss) will be awarded to the guilty team.

2.6 Any defaulted or non-sanctioned cancelled game will not be rescheduled.

2.7 Any teams incurring 3 or more defaults without valid cause or without sufficient warning (see Ref 2.1)  will be discharged from the League without compensation.

3.0 EQUIPMENT

3.1 All players including goalies are required to use CSA-approved helmets, full facial cages or visors and ‘BNQ’ neck protectors.NEW- ALL STRAPS must be present and secured.

Goalies are required to wear‘BNQ’ neck protectors AND throat guards and to ensure that their wire cages conform to CSA-CAHA standards. Players must conform to all these standards before the start of the first regular season game.

After a initial warning (team warning), a subsequent infraction will result in a penalty awarded to the offending player.

3.2 All butt-ends of aluminum sticks must be taped closed or have a rubber insert.

3.3 Players must wear full equipment. Some equipment is available for rental from the Service Center and can be obtained with a picture I.D. Please note that as a courtesy to others, we ask that you return all borrowed equipment to the Service Center immediately after use, as equipment is in short supply.

3.4 Teams must have uniform jerseys with no duplication of numbers.

3.5 Teams are financially responsible for all borrowed equipment (see reference 7.1.)

4.0 RINK PROTOCOL

4.1 If two teams have the same -colored jerseys, the team placed higher in the league standings will have the option of keeping its jerseys.

4.2 After the game, Captains must ensure that all information on the gamesheet, including penalty assessments are correct and accurate. If penalty assessments are unclear, you may calmly approach the ref for clarification only after the game.

4.3 Private consumption of alcohol on university grounds is prohibited and any team caught with alcoholic beverages, including beer may lose their playing privileges. In addition, no player will be allowed to play if that player is deemed to have consumed any spirits before the game.

4.4 Smoking is prohibited anywhere in the Sports Complex.

4.5 Teams are responsible for securing their own dressing rooms. As such, the league office does not assume any responsibility for any valuables that are damaged or stolen from anywhere in the complex or in the adjacent parking lot.

4.6 Captains must be identified with a 'C' or an 'A' (maximum 2 per game). Only such individuals will be allowed to approach the referee during the game. It is understood that all approaches must be conducted in a respectful and calm manner. Moreover post-game discussions with refs regarding clarification of penalties assessed will be allowed only if conducted in a non-confrontational manner.

4.7 Teams are reminded that they must leave the arena no later than 1/2 hour following the last scheduled game of the day.

4.8 For safety reasons, players must wear their helmets when sitting on the players' bench.

5.0 GAME RULES

HOCKEY CANADA'S NEW HEAD CONTACT RULE

Approved at the Hockey Canada Annual General Meeting in Calgary, Alta., in May, Hockey Canada’s new head contact rules are zero tolerance, implemented to cut down on the number of head injuries suffered in the game.

Below is the wording included in the Hockey Canada Rule Book, outlining when the penalty is to be called and what penalty is to be assessed.

Head Contact

In junior hockey and senior hockey and CIHL Hockey, a minor and a misconduct penalty, or a major and a game misconduct penalty, at the discretion of the referee based on the degree of violence of impact, shall be assessed to any player who checks an opponent in the head in any manner.                                         

 * CIHL supplemental – ALL incidents whereby a players directs a punch and makes deliberate contact with a player’s head will be assessed an automatic Major + GMisc for Head Contact.

CIHL 2011-12 Rule Emphasis

HELMET STRAPS – Before a face-off is conducted, all players must have all their helmet straps secured.

>>   Violation > return player to bench.

JERSEYS  –  All players MUST be wearing similar coloured jerseys.

>>   Violation > return player to bench.

* Officials will notify captains during warm-up of any players observed in violation of this rule so that it may be corrected before the start of the game.

  

NECK  GUARDS – All players, including goaltenders wear a BNQ neck guard in ORIGINAL condition (no alterations, tape, etc.)

>>  Violation > return player to bench and correct problem. 

                                                            

* If a player is observed playing without a neck guard, play will be stopped and a minor penalty assessed. (Player safety)

 

5.1 The CAHA 2010-12 rulebook is used with the exception of standing House Rules.

5.2 Games are 3 x 15-minute, stop-time periods. Warm-up time is 3 min.

5.3 The length of the last period of a game may be adjusted to ensure that games end on time. The general rule of thumb is:

Real time left divided by two plus two minutes.
The adjustment will also be made for delays caused by injury, player altercation or mechanical or electrical failure in the arena

5.4 One 30-second time-out per team per game will be allowed.

5.5 The game will be terminated if a difference of 10 goals exists at any point in the game.

5.6 Bench substitutions may be attempted from the bench:

  • i only on the fly,
  • ii immediately after a goal,
  • iii immediately after a penalty assessment,
  • iv on stoppages due to icing. Bench substitutions will be denied to those teams that intentionally ice the puck in the last 2 minutes of a game with a maximum 2-goal differential.

5.7 No center red line is used.

5.8 The offside clearing rule is used.

5.9 Icing is from behind one blue line across the opposite goal line. It will be called immediately.

5.10 If a team is shorthanded, and while a delayed penalty is being assessed, a goal is scored by the non-offending team, then the player with the least amount of time in the box will be asked to leave. The player who incurred the delayed penalty must then serve the penalty.

5.11 The goal crease rule (crease violations will be whistled down) and 5-second face-offs limits will be in effect.

5.12 Strict attention will be given to stick infractions, especially those infractions which impede or obstruct the progress of a player.

6.0 PENALTIES / SUSPENSIONS

6.1 This is a non-contact league.

6.2 For statistical purposes, and to determine penalty averages, the following penalties will have the following values:

Minor: 2 minutes
Major: 5 minutes
Misconduct: 10 minutes
Game Misconduct: 10 minutes
Gross Misconduct: 10 minutes
Match: 15 minutes

6.3 Major infractions are subject to review by the league with possible additional penalties ranging from additional game suspensions to expulsion.

6.4 A game ejection will be assessed to any player receiving 4 minors or a Major / Match / Game Misconduct / Gross Misconduct penalty during the game.        

6.5 A player on the playing surface at the time of the penalty call (referred to in 6.4) will be chosen to replace the ejected player in the penalty box, as per Canadian Hockey Association rules.

6.6 Goaltenders who are assessed 4 minor penalties during the game will be allowed to finish the game, but will be suspended for the next game. Goalies, assessed any major penalty will be given a game-ejection penalty and will have to leave the game immediately.

6.7 Any player receiving a ten (10)-minute misconduct penalty in the last 5 minutes of the game will receive as a minimum, an automatic one-game suspension.  A misconduct penalty incurred at any other time will subject the player to the 3-penalty rule (and not the 4-minor rule) for game ejections.

6.8 Where Double-Minor penalties are assessed for butt-ending, spearing, head-butting, these will count as one penalty infraction with regard to the 4-penalty rule defined in 6.4 and 6.6.

6.9 Players ejected from the game must leave the rink and proceed immediately to their dressing rooms where they must change into their non-playing clothes.  They are not allowed near the bench or on the ice after the game for any reason and will only be allowed to watch the game from the stands. A player delaying this process is at risk to incur additional penalties.

6.10 Any infractions occurring in the stands or in the hallways leading to the dressing rooms before or after the game will be severely dealt with by the league office.

6.11 Suspended players are limited to the spectator stands, and will not be allowed at or behind the bench or on the ice surface under any circumstances, prior to, during, or after the game.

6.12 Any team which displays repeated poor sportsmanship on and off the playing surface will be placed on probation and will face possible expulsion from the league.

6.13 Teams accumulating Majors, Match penalties, Gross Misconduct penalties, Game Misconduct penalties, and 10-minute misconduct penalties directed at officials, will be penalized in the standings according to the following table:

6.14 Players who average 5 minutes or more in penalties per game will be put on probation.

6.15 Players who incur suspensions for major infractions will forfeit the right to play in all subsequent league games (all divisions), until their suspension is completely served in the division in which it was assessed.

6.16 Any suspended player caught playing in a game will result in the guilty team forfeiting the game and a $30 fine, as well as additional games assessed to the guilty player's suspension.

6.17 Bench brawls will result in the automatic expulsion of involved team(s).

7.0 FINES / CHARGES

7.1 DEPOSIT MONEY WILL BE LOST FOR THE FOLLOWING:

a) Missing/damaged equipment: replacement cost

b) Defaults/forfeits (2.1-2, 6.16):$30 per game

d) spare fees>see Ref 1.7

7.2 Fines are the sole responsibility of  the individual player.  Fines must be paid at the ofice before the first game upon the player’s return to duty from a suspension.  Failure will render the player ineligible to play further games for the team, and further punishment may befall the team that allows the player to play before fine is settled with the office.

7.3 Concordia University will not refund in whole or in part any fees submitted by the players who have been suspended or expelled or whose team chooses to withdraw from the league.

7.4 Any cheques returned because of 'insufficient funds' will be charged an additional $20.

7.5 If a team’s deposit runs out during the season, then an additional $150 deposit must be submitted before the next game.  

8.0 MISCELLANY

8.1 Playoff information including eligibility lists will be distributed in early March 2012, and will be found on concordia.ca/recreation/ice_hockey

8.2 Standings and schedules will be posted and updated on the league website at address: www.concordia.ca/recreation/ice_hockey

8.3 All posted schedules are final. It is up to the individual captains to affect game changes. Any changes must be approved by the league office.

8.4 5 At some point, teams will be required to move up or down a division based on their on-ice performance (usually after the first month of play). The formula for re-integrating teams that move up or down a division will be based on divisional average.

8.6 Special scheduling requests will be considered during strategic times in the year provided they reach the League office before the next portion of the schedule is printed on the website. Please see the ‘To Register section for specific dates.

DISCIPLINARY PROCEDURES

Any individual ejected from the game for the following infractions will be suspended indefinitely by the League Co-ordinator:

a) Match penalty.

b) Gross Misconduct penalty.

c) Game misconduct penalties, including all majors and minors involving checking from behind and checking to the Head penalties.

d) Misconduct penalties within the last 5 minutes of the game.

e) All other game ejections not covered in the afore-mentioned.

All suspensions will start from the team's next game.

All suspended players are put on probation. Players on probation who incur further suspensions upon return to active duty will face possible expulsion from the League.

All suspensions will be reviewed by the League Co-ordinator and Referee-in-chief.

Suspensions will carry over into the playoffs and into the following season.

PLEASE NOTE: THE NUMBER OF GAMES DESIGNATED FOR SUSPENSIONS IN THE 'TABLE OF SANCTIONS' BELOW IS FOR FIRST-TIME OFFENDERS.THIS IS NOT AN EXHAUSTIVE LIST, BUT SHOULD SERVE AS A GENERAL GUIDELINE IN DISPENSING PUNISHMENT FOR MAJOR INFRACTIONS COMMITTED.

Suspensions will also reflect the player's history of abuse sbehaviour in the League. Accordingly, disciplinary action(s) will be progressive (cumulative) in nature.

PLEASE NOTE: All major penalties resulting in season suspensions will be subject to the following conditions:

1) As a minimum, a one-year suspension from the date of the infraction for all Campus Recreation activities, including ice hockey.

2) The suspended player must then re-apply for re-instatement (in writing) with the League Office after the termination of the suspension.

3) The application will be reviewed and a final decision rendered.All decisions will be final and binding. There will be no appeal process.

** ALL captains' must disclose the contents of the waiver noted below to ALL players on their respective teams' prior to the start of the season and/or any game involving spare players. **

 

Agreement and Waiver of Liability

All team captains, leaders and/or other persons responsible for groups using Concordia University’s Recreation and Athletics facilities are responsible for communicating the following important information to individual participants under their responsibility and/or supervision.

Team Captains and/or Rental Group leaders hereby declare and warrant that they have communicated the following warnings to participants:

All participants recognize and accept that their participation in activities, offered or taking place on Concordia University’s Recreation and Athletics facilities, including the programs, classes and equipment including but not limited to the Loyola Campus Arena, Stinger Dome, weight room, outdoor playing fields and gymnasium, is solely at the risk of each individual participant. All participants recognize and accept all liability for any injury, accident or loss of personal property and hereby release Concordia University, its agents, representatives and employees from all liabilities for any direct, special, incidental, consequential, punitive or exemplary damages, regardless of the form of action arising from or related to by our use of the facilities or our participation in the activities held in these facilities and/or offered by the facilities, except for claims or losses resulting from willful misconduct or gross negligence of Concordia University, its agents, representatives and employees.  Participants must be in good physical condition and must have appropriate insurance coverage including medical coverage.

Participants agree to follow the facilities' instructional guidelines and to abide by all University policies and Codes, as applicable, regardless of whether or not they are members of the University community. Participants agree and accept that if they fail to abide by said University Policies and Codes as well as all applicable laws and regulations, their access to the facilities, equipment and/or participation in a program, if applicable, may be immediately cancelled and/or revoked and their access to the premises, use of the equipment and right to participate in a program in the future access, may be denied.
